Network Construction Guide
Bringing Fiber to Your Neighborhood
If you’ve noticed construction vehicles or received information about fiber installation in your neighborhood, this guide explains our complete construction process from start to finish.
1. Network Design
Before any construction begins, we create a comprehensive design for the fiber network.

- Determine optimal infrastructure placement (underground or aerial)
- Map out utility easement locations
- Submit design plans to local municipality for approval
- Coordinate with existing utility providers
2. Obtaining Permits & Permissions
We secure all necessary permissions before beginning any construction work.

- Coordination with local authorities and utility companies
Understanding Easements
Easements are designated areas that provide utilities permanent access rights for infrastructure installation and maintenance.
These typically include:

- Area between sidewalk and street
- 6-foot wide strips on residential property
- Designated utility corridors
3. Conduit Installation
We install protective plastic conduit (bright orange tubing) to house the fiber-optic cables. The conduit includes embedded metal wire for future location by Diggers Hotline, as fiber-optic cable cannot be detected by standard metal-detecting equipment.
Installation Process:
01. Utility Location: We notify Diggers Hotline that we will be building in the area. They then send notice to the utility companies who mark any service paths in the effected region (gas, water, power, telephone).

- Please do not remove utility marking flags! They help keep you, your neighbors, and our crew safe.
- Markings help prevent damage to existing infrastructure
- Different colors mean different utilities (gas, water, electric, etc.)
- Our crews will remove them when we’re done

02. Precision Excavation: Using vacuum excavation (“vac truck”) technology

- Pressure washing loosens soil in targeted areas only
- Vacuum system removes loosened dirt
- Creates precise, minimal-impact holes
- Allows visual inspection of existing utilities

3. Directional Drilling: Specialized equipment creates underground pathways

- Drill operates like an “underground earthworm”
- Can reach distances up to 1,000 feet
- Threads conduit through the ground using drill withdrawal

4. Infrastructure Installation: Connect conduit to network components

- Green pedestals (“peds”) for network connections
- Underground hand holes for cable splicing access
- Temporary plywood covers for safety until completion

05. Site Restoration: Complete within seven days

- Backfill all excavated areas
- Apply grass seed and protective covering
- Restore landscaping to original condition

4. Fiber-Optic Cable Installation
Once conduit installation is complete, we install and connect the fiber-optic cables.

- Run fiber cables through installed conduit system
- Connect cables to pedestals and network access points
- Upgrade and modify larger hub infrastructure as needed
- Test network backbone connectivity

Note: Steps 1-4 build the neighborhood network backbone. Individual property connections occur in subsequent phases.
05. Individual Property Connections
Once the build is complete, we begin connecting contracted properties for service.
Please Note: While ResTech works exclusively local apartment, condominium communities and other MDU properties at this time, we encourage individual home users to contact our sister company, LiteWire Internet Services Inc. for individual residential home connections.
Connection Process:

- Service Inquiries: Property Company contacts ResTech Services to service location
- Site Survey: ResTech visits the property to inspect internal and external infrastructure and determine best path
- Scheduling: A delivery date for service is determined
- Fiber Drop Installation: Direct connection from network to property
- Specialized equipment creates minimal ground disturbance
- Cable installation typically completed in single visit
- Winter installations may require temporary surface placement or wireless delivery
- Pre-Service Installation: Cable may be installed before network activation
- Inactive cable coil may remain near property temporarily
- Do not disturb pre-installed cables
Service Installation & Activation
When the property network is operational, we schedule individual service installations.

- Professional technician appointment scheduling
- Completion of any remaining exterior work
- Installation and configuration of networking equipment:
- Modem/router setup
- Whole-home DVR installation (if applicable)
- Set-top box configuration for TV service
- Service testing and customer orientation
